Law enforcement must be aware of the existence of anonymous re-mailers,
as they provide a cheap, efficient, and secret way of communication
for criminal groups. Although there are few documented cases of this
form of communication among criminal organizations, ...
It may [also] be possible for law enforcement to use anonymous re-mailers
as part of an ongoing operational plan.

I guess they don't plan on trying to shut down any Canadian remailers,
at least not yet. I do love how they paint such a lovely 'evil' picture
of anonymous remailers.
Addendum:
The RCMP is the Royal Canadian Mounted Police, a national police force in
Canada. They are not like the FBI, which can be compared to CSIS: Canadian
Security Intelligence Service.
