GnuPG for UNIX was there in 1998, even if in my experience it becomes
really usable only in the 0.9 version (1998/12/23) :
http://www.gnupg.org/(en)/download/release_notes.html

GnuPG for Win32 exists in stable release (non alpha) only since GnuPG
1.0.2 version (2000/07/12).

GnuPG for MacOS X exists since a 1.0.4 patch published by
macsecurity.org in july 2000 (2000/07/07 according to these archives:
http://www.geocities.com/openpgp/news2000-2.htm)
