Sure it is (was).  Their design goal was to get *something* exportable 
outside of the US that wasn't a complete embarassment to buyer or 
seller; "needs terabytes of storage to efficiently attack" seems like a 
good trade-off to me.

And you also have to give them credit for calling it "data masking," and 
nothing more.
