It is my impression that each receiver is addressable, and one of the
channels is used to broadcast a stream of subscription info telling each
receiver what it's subscribed to. The receivers default to receiving
everything until their programming info comes around. (If they defaulted to
receive nothing until programming info was received, they'd appear to the
users to take 5 or 10 minutes to turn on, which would provoke a lot of
trouble reports.)
I think there are CATV boxes that do the same thing.
