Now, that's news to me.  But it could be an unofficial view.  
I'm surprise there have been no one from Singapore responding
to this thread.  Are there any Singaporeans on this list?

I have seen a number of them from commercial 
sector using PGP.  A number of my friends in the IT industry 
are using desktop crypto in their office and at home.... using 
the same software for encrypting errr..ummmm.. certain naughty 
graphics ;)

Most of the cryto applications are from the UK.
