The European Commission has adopted a Recommendation to European
Union Member States and issuers of electronic payment instruments
setting out minimum transparency, responsibility and customer redress
requirements applicable to electronic payment instruments and
electronic money products. The Commission said it will review the
situation at the end of 1998 and replace the recommendation with a
more binding instruments if the recommendation's implementation is
not satisfactory.
