I just noticed something interesting in Declan's message:

Clinton has been saying over and over again how important cryptography
is to electronic commerce, globalization, etc.  Until now, the story
has been that GAK is just a tool to let the FBI do its job.  But if
the government's own CBO says that GAK will reduce the use of crypto,
that should be reason enough for Congress to vote against it.
