Well, Oxley II looks like a bone thrown to the Baby Bells and nothing else.
Though it does make me wonder how nice of a product set could be put
together by 1999 :)...  White's alternative looks better, but I doubt
that Freeh and company will touch it with a ten foot pole.

Thanks very much for keeping us up to date, Declan.  I for one appreciate
it more than I can describe.

P.S.  Has anyone made the argument that robust encryption is one of the few
tools that have any hope of countering the "INFOWAR" scenarios that are so
in vogue inside the Beltway these days?  You'd think that the FBI would be
a major *proponent* of a truly secure data infrastructure, but I guess that's
pretty idealist at this point.
