Check out http://www.cesg.gov.uk/ellisint.htm . This is without a doubt
the most interesting paper I've seen in a while. It describes the secret
development of public key crypto (then called "non-secret encryption", a
term I have heard spook-types use on occasion) in the UK in the early 70's.
The CESG is basically the British NSA.
