DUMA-1024 (A crypto product?)

Has anyone heard of a commercial crypto product known as DUMA-1024, or
something like that? 

A friend of mine, while doing business in Red China, came across this
product and asked me about it.  I’ve never heard of it and an Internet
search didn’t turn up much. 

Supposedly, it is a symetric based encryption product using an "authorized
version of an RSA algorithm" (their words, not mine,) "sold in the
Caribbean".  (Sorry, that’s all the information I have.)

My knee jerk reaction to this is to be suspicious of it, both in terms of
quality and "authorization".  I may be wrong.  

Any information would be greatly appreciated.   Thank you.
