I don't know about France, but there's not much room for a deal in
those countries where according to HP's claims key escrow is not
required.

Ulrich Sandl of the Ministry of Economy wrote on the German crypto
mailing list that US officials told him currently no change in US
export policies is to be expected.  He points out that the US grant
export licenses for 128 bit encryption products only if a key recovery
agent has been named, and writes that is it illogical for HP to
announce a crypto system that would comply with the policies of the
destination states but not that of the US.

*I* wonder what deals the U.S. government has made with HP.
