White House encryption strategy would cost $35B

The Economic Strategy Institute calculates that the White House strategy
for dealing with crypto would cost at least $35 billion over the next
five years, according to an article by Rory J. O'Connor in the San Jose
Mercury News (http://www.sjmercury.com/business/center/encrypt040198.htm).

Erik R. Olbeter, the report's main author, says this is the first
systematic calculation of the costs by an organization outside the
high-tech industry.  The study takes into account both direct losses
to the industry and indirect losses, e.g. companies that don't take
advantage of lower-cost networking options because of security
concerns.
