I'll give it a try and summarize the article. This may contain errors 
and omissions because of my poor Swedish.

Sweden has signed the Wassenaar Arrangement, along with 32 other 
countries (including South Korea, Bulgaria and Turkey). 
Some general information on the meaning of the Wassenaar 
Arrangement is given. 
Even though blacklisting of countries is not allowed, in practice this 
happens.
Swedens Strategic Products Regulation now in principle restricts 
export of all cryptography. A license is needed for export, even for 
a citizen of Helsingborg who takes the ferry across the Oeresund with 
a laptop containing cryptography. For export to Europe, this is often 
seen as 'terrorising bureaucracy'. The problem is that not even all 
EU countries fulfil the Wassenaar requirements. It seems only England, 
France, Netherlands, Sweden, Germany and a few others have the 
necessary capacity and knowledge to be able to count as receiver 
country.
