I haven't seen any specs for an isdn line only STE.  They can also
operate on regular phone lines.  I believe there are isdn-less models.

FIREFLY is a public key certificate exchange system originally developed
for certifying the role of the recipient - classification level      
authorization, role .

STU-IIIs are being end-of-lifed for new purchases.
