Some parts of the various START treaties also mandate no *telemetry*
encryption for boosters, as a part of "verification". I guess that
makes it harder to mis-represent the performance, range and "throw
weight" of boosters since this information is critical to determining
the "balance" calculation for step-down disarmament.
I have no idea is this applies to "commercial" launches. Encrypting
the telemetry would be a way to protect proprietary data on
performance, but since boosters are almost certainly "dual use"
technology, the START-ish treaties probably apply.
