It's easy to say that America's vital computer networks should be
protected from teenage malcontents with a modem and attitude.
President Clinton spoke at length about critical infrastructures last
month, saying, "We must approach these new 21st-century threats with
the same rigor and determination we applied to the toughest security
challenges of this century." What he pointedly did not say, though, is
that insecure networks like the Internet can't be armored unless
encryption becomes widely available. Who's to blame? Well, Clinton's
own executive order has prevented that from happening.
Yet there are hints that even the Pentagon is weighing crypto's
benefits vs. drawbacks and coming down on the side of relaxed
regulations.
