Germany: Bavaria pushes crypto regulation

According to a recent report by Hannes Krill on page 37 of the
issue of the "SUEDDEUTSCHE ZEITUNG" dated February 22, 1997,
a high-ranked Secretary of State of the Bavarian Home
Department, Mr. Regensburger, has urged the Federal Minister for
Domestic Affairs, Mr. Kanther, to establish a crypto regulation
act mandatorily requiring deposition of secret keys with with law
enforcement authorities.
Mr. Regensburger is member of the "Christlich-Soziale Union" (CSU),
the governing party in Bavaria, residing near by the right end of the
German political spectrum.
Moreover, Mr. Regensburger whishes several legal barrieres
incorporated in privacy law to be removed in order to be able
to use data obtained from mobile phone wiretapping freely
for purposes of secret services and law enforcement. In particular,
mobile phone localisation data should be widely used for criminal
and other investigations, Mr. Regensburger argued.
Up to now, says the report, it is illegal for German law enforcement
agencies to wiretap mobile phones which are operated with smart cards
issued by telephone companies abroad. Mr. Regensburger whishes this
surveillance obstacle to be removed.
