To some small extent the possiblity of Web publishing and posting in 
internet discussion groups and mailing lists renders the situation a 
bit better, I think. Although this way lacks the benefit of review
by expert referees it does provide the critiques by a wide public
which are rare in journal publications (one rarely sees 'Letters to
the editors' etc. Of couse this is (I think only partly) due to
the fact that the papers have been carefully checked by the referees.)
