This speech is well worth reading. It makes a strong case that the FBI is
holding the nation's security hostage to get it's way on encryption.

Mr. Hambre and the DOD desperately need a public key infrastructure. Not
only is increasingly DOD dependent on unclassified communication systems
that are vulnerable to cyber attack, but it runs a massive data processing
shop that is hopelessly out of date and cannot be reformed without a
working PKI.  Hambre estimates a potential 2.5 Billion dollar a year
saving. In a time of tight budgets, that translates into depriving our
troops of the latest weapons, ammunition and training.
