Magaziner hints at easing of Crypto Export Regulations

The Wall Street Journal reported today that at the Wall Street Journal
Europe Conference, Ira Magaziner acknowledged that the Clinton
Administration's policy on encryption isn't consistent with other
White House Internet policies -- most of which advocate market-led
approaches. He said a further loosening of export restrictions could
come within the next few weeks, allowing for freer export of 128-bit
software.
The key word here is "freer". We already know that Mr. Magaziner
disagrees with the official White House policy on export restrictions
and escrow on strong crypto. Will this loosening of export
restrictions entail the free distribution and export of 128-bit strong
crypto, or will this export only be "free" if the keys are escrowed by
the U.S. Government?
