Moynihan also was chair of a Senate commission looking into secrecy and
classification. Their report is a terrific read (as such things go). It's
S.Doc 105-2, "Report of the Commission on Protecting and Reducing
Government Secrecy," 1997, pursuant to Public Law 236, 103rd Congress,
allegly on line at http://www.access.gpo.gov/int

I'm particularly fond of Appendix A, "Secrecy: A Brief Account of the
American Experience." I assume this is the basis of the book, though I
haven't really read the above noted nytimes article.
