It means exactly what it says it means.  Recovery features allow your users
to protect your encrypted data from getting your ass thrown in jail or worse
for using strong encryption which will soon be outlawed.  It also allows the
good hackers access to your private information so that they may find
security holes and fix them for you for a small involuntary fee (i.e. also
updating your web pages, or borrowing the credit cards of your customers to
test them of course.)

is Strong Encryption.  Encryption is bad.  Anyone who uses it is an enemy of
the state.
