That was Gene Spafford.  It's such a wonderful image that it would be a
shame to have the attribution too far from the quote.  The verbatim
(I think) version is:

    Using encryption on the Internet is the equivalent of arranging
    an armored car to deliver credit-card information from someone
    living in a cardboard box to someone living on a park bench.
