The field manuals have been declassified. There are widely available, in
hardcover or soft cover from companies such as Barnes and Noble, Amazon.com, and
even Canadian (evil foreigners :) booksellers.

Thus to the best of my knowledge, FM 34-40-2 is in the public domain.
The initial public online version was from an US military web/ftp? site, I
believe actually a ship, circa 1997.
