Right, but the law greatly increases the workload of the regulators.
Most crypto code will be legal to export, as opposed to now, where
most of it is not. The review requirement is a bone thrown to the
security community, so they can't say that the bill requires them to
roll over and play dead. The real-world effect of the bill will have
them on their back, feet up.
