	Not just PGP keyservers. It could be reasonably interpreted
as banning individuals from signing PGP keys.
	That is what Mr. Anderson and others meant when they said
it bans PGP. Not that the distribution or use of the software itself
would be banned. From Mr. Anderson's post that started this discussion:
