I think you'll find Baltimore (http://www.baltimore.ie/) has a good range
of commercial cryptography toolkits for both Java and C. The product names
for their Java based cryptography package is J/CRYPTO, I think, and J/SSL
is their Java SSL package.
However, from talks with them over their pricing for J/SSL, I would not
expect J/CRYPTO to be at all inexpensive.
Your best bet may be to check out the Cryptix Cryptography Toolkit
(http://www.cryptix.org/), which may be able to help you.
