I don't know about closing organizations within Treasury and Commerce, 
but from sources in ASD(C3I) and NSA, I know that LEAF is dead within 
DoD.  Since it wasn't practical to delete the field, NSA has modified 
the CAW to produce a dummy LEAF.  [To be honest, I suspected that they 
had done that to the Fortezza cards they use a *long* time ago.]  vr/tez

Someone just told me that the Clipper/Capstone/Fortezza escrow
organizations were shut down at the Treasury and Commerce, and that they're
currently stripping the LEAF support out of the Fortezza cards. Evidently
this happened a couple of months ago.

Has anyone seen an announcement anywhere?
