Whether an organization finds formal key recovery schemes attractive 
will depend on many factors, of course.  Note, however, that informal 
key recovery schemes are rampant.  A password in a safe-deposit box (or 
a private safe), as BU noted, is a quite viable possibility.  As is a 
yellow sticky with a password on it...one of the advantages of a 
formal system is that you remove the incentive for informal ones.
