Rick,

I believe that you will find that anyone using encryption for
serious data processing and data storage will only do so if 
there a key recovery scheme.

I know I have been bitten several times trying to read a file that
I encrypted with a new "easy for me to remeber later" pass-
phrase.

With physical tokens, you also have the problem of loss
or breakage/failure.

I noted the report's statement about how DMS was going to support key
recovery. I'm skeptical (the risks probably outweigh the cost or benefit),
but I admit I haven't looked at any recent DMS specifications.
