Kerry has always been a closet counterinteligence hawk for quite some
time. Intelligence collection he's always been hard on, but the law
enforcement side entices him.
I heard a (obviously false) story about some wartime experience he had
which suggested the reasons behind this. It was so silly I won't repeat
it.
