It seems that PGP Inc have to ask for permission for each new company
to be put on their list of export worthy companies.

So this is the old foreign subsidiary exemption I think, yes.

What's new is that PGP Inc are putting a positive spin on the story,
and that there is now a corporate entity which is willing to do so.

It's a good wedge to start dismantling the export controls with.

Personally I found Sun's in-your-face bypassing the EARs with their
Russian partners more useful.
