I am helping to start a chapter at Assumption College in Worcester, Mass.
Currently, the only other Greek organization is the Honor Society--there
are no other fraternities or sororities.  I answered your questions below
where you asked them.  I hope they help.

I didn't do anything to convince the adimistration to allow me to start a
chapter here.  I was told to fill out a form for making a club and present
it at the next Student Government meeting.  I did that and I was approved
on the spot.  There was a member of the Administration at the meeting, but
he did not say anything or even ask any questions.  The Student Government
memebers were the ones who asked all of the questions (ex. What do you do?
What is the pledging like--is there hazing?, etc.).

This should help you because she will know what APO is about and she might
help you to start the chapter and to petition for permission for you.

Your situation sounds very similar to mine.  I had a lot of concerns about
being able to start a chapter here, but so far I haven't had any problems.
