It just so happens that I was in the National Office and had a chance to
take a look at the T&T before it was printed (i.e. a blueline) and I asked
about that very topic. The answer is that because the T&T is the official
publication of the fraternity and that part of it's function is to report
the actions of the convention, the decision was made to put the ritual
information in the T&T. There is precedent for this action as well, since
previous changes to ritual material have also appeared in the T&T. I'd
also like to note, that IMHO, the only portion which need be removed or
somesuch is paragraph 5, first column, page 15 dealing with the
Secretary's portion of the ritual. The rest, either a pledge has already
heard/seen/etc. or are basic stage direction type changes. If you choose
to cut that part out/use a magic marker (tm) to black it out, then you
will remove part of the resolution of the Nat Org I committee on the next
page.
