The requirements for establishing or starting a chapter of APO on a campus and
sustaining a chapter on a canpus are different. I was accurately quoted in
both cases yesterday by my Brothers here in Region VIII.
The National Membership & Extension Committee has established that 20 to 25
Members should be present in any petitioning group at the time they seek
charter activation/reactivation. Other requirements such as number and mix of
chapter advisors as well as fellowship events and appropriate mix and quantity
of service projects are also included in the interest thru petitioning thru
charter process. Br. Liston Bias correctly reproduced what I think was the
same 4 phase process that I sent him some time ago in his posting of yesterday
which is attached hereto for your perusal. This process is not mine, but is
the fraternity standard for extension progression.
For my part in Region VIII, I have one additional requirement to the extension
process. Petitioning groups *must* thrive / survive over at least one summer
and still remain active the next fall to qualify for charter approval. This is
really the only non-negotiable point in the process.
In the case of sustaining an existing chapter, the number varies widely. In
fact the posting yesterday indicating that 1 is really the minimum is correct.
Once a charter is issued, there is no established standard for a 'minimum
number of Brothers.' In general, the National Membership and Extension
Committee views any chapter having membership in the 10-15 range as 'at-risk'
chapters and as such the committee has developed several publications, which
can be obtained by contacting the National Office, addressing small / at-risk
chapters.

National Regs say "at least 15". However since he has to give a letter of
approval to your group as well, he might be making the conditions more
difficult before he is willing to give the letter.
I'm not sure how I feel about that sort of additional requirement, in
some cases it may be judgement of what the chapter needs to survive on
that campus. If you feel that additional conditions of the regional
director are unreasonable, please discuss it with him/her and then you
might check with the Membership and Extension Chairman.
