BAD IDEA!!!! Term limits do nothing to achieve their ostensible goal, and
do much to damage and harm an organization. Nothing that I can think of is
worse than term limits.
Example: The republican party pushed through the Constitutional Amendment
limiting presidents to 2 terms. This was a result of Rosevelt's serving 4
(well, 3.1) terms. But look back, and see who has been hurt by ths, and it
is allll republican presidents. Oops.

This sounds nice in theory, but remember that national dates are set between
Christmas and New Years because hardly any schools have classes then (a very
very small number). This way all undergraduates have a chance to attend. Summer
school is very common and would cut into that ability.
As for the weather argument, remember that very hot can be as bad as cold,
tornadoes/hurricanes are just as little fun as blizzards, and it did snow in
Dallas while we were there in 94...
