Personally, I think this is a *very* bad idea. While it is true that at the
end of the summer (not beginning or middle) students have the most money, there
are still many students who are in school during any part of the summer. At
the end of the first semester, at least the chapters have had the chance to do
some fundraising to help their brothers get to Nationals. Really, I would
think that the chapter should do some fundraising to help any brothers (not
just voting delegates) with those expenses. It is easier for the chapter as a
whole to do than for the individual brothers.
