My school is of a similar size and is about 75% Greek.  Our chapter only
has 25 actives at present, but a pledge class of 17.

We place a lot of emphasis on recruiting freshmen.  The reason is that
freshmen are not yet indoctrinated into the social-Greek system.  (I
don't know about other schools, but here "indoctrinated" is the right
word.  The fraternities think they are God's gift to the world.)
Upperclassmen (excepting independents) are pretty much locked into the
party Wednesday/hangover Thursday/party weekend/recover on Sunday cycle.
Some frat guys here don't even know APO exists (like hello are you ever
on campus? read the paper?)

Freshmen tend to be more openminded.  If you get them involved right
away, then APO _will_ be a priority, certainly as much as any social.

I will note, however, that most of our brotherhood doesn't belong to
socials, and those that do aren't very active.  W&L has a very high
workload so this is not surprising.

It may be possible to get from your admissions office the names of
incoming students who listed among their activities Scouting, Interact,
or some other service organization.  That way you have some idea of who
might be interested in APO, and can send letters to individuals.
