THis is a request NOT to do what Congress does all to often.

If you want to make a proposal for a MAJOR change, such as radically altering
the dates of conventions, DO YOUR HOMEWORK FIRST. (Congress, of course, doesn't)

You'll need to gather lots of data about how people get to conventions, who
those people are, what their preferences are, and why those who didn't go
decided not to. You will need to do this over a span of several conventions to
ensure you have accurate numbers and be able to extrapolate trends.

A change this major should not be done without EXTENSIVE researching of FACTS.
This means opinions about how many people fly vs. drive or potential costs
in summer vs winter are MEANINGLESS. They carry NO weight in a serious debate.

So, please stop rehasing the same opinions over and over again on APO-L (
on all sides), and begin formulating a comprehensive research plan to
discover the facts about the issue.

I'm sure we will have enough information to make an intelligent decision
by about 2000, which is only 3 conventions away.
