Well, the "nationals" that "hands down" the National Pledge standards is
the chapters assembled at a National Convention.

And just as an FYI, the standard we've been discussing was passed nearly
unanimously at the 1984 National Convention in Washington, DC.  The vote
is one of the few from all the Nations I've attended that stands out in
my mind because the course of the debate completely shocked the person in
the chair at the time (Joe Morrone).  Nobody spoke out against the
proposal on the floor.  In fact, the chair specifically asked if there
was anyone who wanted to speak against the motion three times without
anyone responding.
