My stock answer to questions of cutting red tape is Advisor.
This is one of the best forms of service to the chapter an advisor can
perform, helping to get things done by the school.
Your chapter is a very new chapter, so you should know your advisors
well. Ask one of them to see if they can talk to the appropriate people
to get stuff moving. Often, things being asked for by students are
ignored, but when a faculty or staff member asks, things may start
moving. The ammount this can affect things depends upon the position
the advisor holds on campus (a department chair usually has more pull
than the janitor in a building accross campus).
Don't rule any one out for providing help, that janitor in the building
across campus may know who to speak with that hasn't heard about the
problem and has the authority to get it fixed.
Do watch how you approach the problem, as circumventing the chain of
command may cause problems getting the solution (and for whoever
helped).
I may seem vague on which advisors can help in a given situation, but I
believe that who can help will depend upon the school and how much the
staff there are influenced by the power they hold to the point that they
have lost sight of their job to help the students.
