Several convention-related things

As far as 2000 goes, a proposal was brought up in '94 to select the '00
convention in '96, because it being the 75th Anniversary and all, they
figured the host city might need 4 years.  That motion failed.  So, any
talk about picking 2000 this year is moot.

Where should it be?  Good question.  Let's see...  Pittsburgh is snowy
that time of year, I understand.  DC had it in '68 and '84, as often as a
city can POSSIBLY repeat, so I'm inclined to look elsewhere.  Being an
Active Brother in the area I can tell you that at the moment the area's
chapters are not inclined/not strong enough/not interested in putting up
a DC or Baltimore bid.  Someone mentioned Myrtle Beach, SC.  As much as I
would like to have a convention 45 minutes from my parents' house, it
just wouldn't work for a whole list of reasons.

So, what are we left with?  Philadelphia and Charlotte.  Either one
sounds good.  I think Region III is now strong enough to host a
convention, so I'm inclined towards Charlotte.  Besides, it's warmer.

Next subject: site selection.  Again, we are restricted by past
convention action.  In Boston, the convention decided to bring the
recommendation of the Time & Place committee to the floor as a motion,
instead of doing it like a vote, as had been done before.  So, we've got
to do it the same way we did it in DFW.  Anyone want to change it back?
Send your legislative proposals to Pat Burke by September 26th (or
thereabouts).

One more convention matter.  It was said on this list by someone, I
forget who, that legislation can be changed or re-written in committee or
on the floor.

Well, not really.  Anything the convention considers in terms of by-law
amendments, rituals, or toast song cannot exceed the scope of the
legislation sent out to the chapters before the convention.  i.e. you can
change LESS than was proposed but not MORE.  Make sense?  Resolutions and
such can be changed completely, and new ones can be proposed in new
business.  Just not by-laws, rituals, Articles of Assoc., etc.
