Personally, I find the idea of forcing an arbitrary standard for hours of
service repugnant (suddenly I feel like Brain :) ). Even the thought of
requiring chapters to require some level of service strikes me as odd.
In order to implement a requirement like this, some questions have to be
answered: (a) How are chapters supposed to keep track of this? (b) Exactly
what qualifies as "service"? (c) What exceptions can/should be made? (d)
What level of service should be required?
It is impossible (and borders on ludicrous) to answer these questions on a
National level and expect the result to be applicable to the entire
Fraternity. Some chapters have a more difficult time implementing service
projects than others, and so on and so forth.
