A lot of chapters continue to perpetuate this, because in their eyes,
undergraduate is the same as active, and vice versa. Many chapters do not
permit graduate students to be active members, and some colleges seem to
discourage graduate students from being involved as well. I considered
proposing amendments to change most references of undergraduate to active
in order to leave the whole issue up to the individual chapters (as the
section on Active Membership in the Bylaws states), but didn't have a
chance to write up an exact wording before the deadline had passed.
Perhaps next convention.
