The language in the by-laws, with the exception of the life member section,
always refers to 'active brothers' and the definition of active brothers
lets chapters decide whether or not they'll allow graduate students to be
active brothers.
The exception is the Life Member section which was ammended after the world
'undergraduate' was removed everywhere and the older language crept back in.
(I don't think there was really an intention to treat graduate &
undergraduate actives differently.) [At one point rather than alumni
associations, the term 'alumni chapters' was used and we had 'undergraduate
chapters' and 'alumni chapters'.]
I don't remember seeing a proposal to fix this explicity, though it might be
embedded in one of the fee change proposals.

P.S. The person who said that 'undergraduate' is still through out the
bylaws is wrong. The word appears 3 times - once to say undergraduates
can't be advisors. Once to say undergraduates can't be honorary members,
and once in the section on life member fees.
