If memory serves, there used to be an organization called "Ophelia",
which was a serrvice organization for high school students that was
affiliated with APhiO. I don't remember many details, but I think it was
in the 60s, and has since folded (please correct me if I'm wrong on this).
Another approach that some chapters take now is to charter an Explorer
post to the chapter, then recruit high school members into the post. If
the post is set up to specialize in "Community Service", it can operate
almost as if it was a chapter, although without the name. (of course,
since they would be strongly tied to an APhiO chapter, and already
interested in service/scouting, it could become somewhat predictable what
they'll do when they get to college...)
