I don't believe that the section 1 chair is an undergrad since his email
address is at the Jet Propulsion Lab (part of NASA), yes it certainly is
possible.

There is no requirement on who may be elected sectional chair and the
only limitation on who may be elected Regional director is that they
live in their Region. So section 97 could elect Saddam Hussein as SC and
Region X could elect Ted Kyzinski(sp?) as RD. And an undergrad could
certainly be elected SC.
