While Pete favors a continual feedback loop, I favor integrating the
feedback loop into the change mechanism. What's that mean... what I
advise chapters to do is integrate the CPPC into the elections
process. Does holding elections and doing a CPPC on the same day make
things lengthy?  You bet it does. But, it formulates the issues that
the chapter is facing, sets goals as to where the chapter wants to go,
and hopefully has the group developing a sense of concensus before
they make decisions for the next period.
