I'm currently the Treasurer for Epsilon Mu at the University of Maryland
in College Park, Maryland. To answer your questions, you generally setup
budgets based on how often you change officers per year. You do this
because each officer during his/her time in office might have different
agenda and how much money is needed.
They we're currently set-up is as follows:
INCOME:
Chapter Membership (Estimate How Many of Each You Will Get)
Active Dues (~40 Brothers X $$$$$)
Pledge Dues (~20 Pledges X $$$$$)
New Brother Dues ~20 Pledge X $$$$$) [Assuming that each pledge
becomes a brother]
Fundraising
Granny's Goodies Care Packages
Basketball Concessions Stand
Tootsie Pop Flower Sales
EXPENSES:
President
Chapter Planning
Photocopies
Miscellaneous
Service Vice President
Service Project Preparations
Adopt-a-Highway
Crafts for Kids
Best Buddies

Our budgets are based on the semester. I'm currently using
Quickbooks V5.0 to keep track of all our funds incoming/outgoing.
