Revokation of membership in the National Fraternity can only be done by a
vote of the National Convention.
Chapters can revoke membership in a particular chapter by whatever
mechanisms they set up in their bylaws, but a brother who has their chapter
membership revoked is still a brother of Alpha Phi Omega unless the National
Convention takes action.
